Joseph Consulting provided project management services for the delivery of the stormwater network Local Government Infrastructure Plan (LGIP).
The LGIP identifies the anticipated growth and development within the City of Gold Coast, for the next 20 years. This information was used to identify, plan, and design the required stormwater (quality and quantity) trunk infrastructure.
The project had a very tight time frame and many catchments to analyse. A key element to the success was the development of a unique procurement and delivery model.
Five engineering companies were engaged to deliver stormwater quantity hydrology and hydraulic modelling, plus design and construction cost estimates for the identified required trunk infrastructure. They completed the work within 13 weeks, identifying $167m of trunk infrastructure (161 projects), across 82% of the City of Gold Coast area.
Joseph Consulting developed a hybrid alliance/competitive tender model that enabled the five engineering companies to be competitively appointed, then collaboratively deliver all the catchments simultaneously. This model ensured consistent quality across all deliverables, eliminated variations, controlled timing and helped share knowledge amongst the local industry.
The success of this delivery model has seen the City of Gold Coast expand how they use this unique model into the future.
